This capacity-development webinar by the ETO Consortium, held on 7 November 2024, addressed the topic of Debt, Tax, and Extraterritorial Obligations.
The webinar discussed some of the most pressing human rights and global justice issues raised by the current lack of international tax and debt regimes, together with ongoing advocacy efforts and more recent developments in the field. After the speakers’ presentations, there will be a question-and-answer session.

Ms Meghna Abraham
Senior human rights expert, formerly CESR & Amnesty International.
India
Meghna Abraham is an international human rights lawyer and expert on economic, social and cultural rights. She has worked with communities in all regions of the world to challenge the negative impacts of economic policies on their lives over the last twenty years. She currently advises foundations and NGOs on strategic, legal and policy issues and is also focusing on reparations for harms arising from the climate and biodiversity crises. She was formerly the Executive Director of the Center for Economic and Social Rights (CESR) and worked for Amnesty International, including as the Director of Global Issues, Head of Economic, Social and Cultural Rights, and Senior Researcher on Corporate Crimes. Meghna has held a range of management roles in various other non-governmental organizations. Earlier in her career, she worked as a researcher and lecturer at the Human Rights Centre, University of Essex, and Centre for Child and the Law, the National Law School. She has acted as an expert consultant for various NGOs and the Office of the High Commissioner for Human Rights. Meghna is the Chair of the Board of the Natural Resource Charter Limited and a Fellow of the Nottingham Human Rights Law Centre. She holds a BA LLB (Hons) degree from the National Law School of India University, Bangalore, and BCL and MPhil in Law degrees from the University of Oxford.

Ms Emma Luce Scali

Emma Luce Scali is Lecturer in International Law and International Human Rights at the University of Manchester and a member of the Manchester International Law Centre (MILC). Her current research interests and publications centre around human rights, sovereign financing/debt and the global economic order. She is the author of Sovereign Debt and Socio-economic Rights Beyond Crisis: The Neoliberalisation of International Law (Cambridge University Press, 2022). She assisted the mandate of the UN Independent Expert on Foreign Debt and Human Rights and is currently conducting debt- and human rights-related research as a consultant for OHCHR South-East Asia Regional Office (SEARO).

Mr Sergio Chaparro Hernández

Sergio is International Policy and Advocacy Lead of the Tax Justice Network and international coordinator at the Colombian human rights organization Dejusticia. He is an interdisciplinary human rights activist and researcher, and an Atlantic Fellow for Social and Economic Equity since 2021. Sergio holds a MSc in Inequalities and Social Science from the London School of Economics, and he studied economics, philosophy and holds a MA in Law from the National University of Colombia.

Camila Barretto Maia is Deputy Director at the Global Initiative for Economic, Social and Cultural Rights (GI-ESCR). She brings over 14 years of advocacy experience at national, regional, and multilateral levels, specializing in supervising research and litigation on diverse human rights issues. She has resided in Buenos Aires, where she worked at the Center for Legal and Social Studies (CELS), coordinating international efforts for four years. She holds a Master’s degree in Public Administration and Public Policy from the Getulio Vargas Foundation in São Paulo and a Bachelor’s degree in International Relations from the University of Brasilia.
